Maine rules for old computers and the data on them
Maine bans CRTs and LCD screens from the trash, opens its manufacturer-funded program to households and organizations with up to 100 employees, and regulates business electronics as universal waste.
Throwing it away
- Maine DEP says it is illegal to throw away CRTs or LCD screens. (Maine DEP)
- By statute, no one may dispose of a CRT at a Maine solid waste disposal facility. (38 M.R.S. § 1306)
Free recycling
- Manufacturers pay to recycle TVs, monitors, laptops, tablets, e-readers, printers, game consoles, and other displays of 4 inches or more with a circuit board. (38 M.R.S. § 1610)
- The program is open to households, K-12 schools, and businesses and non-profits with 100 or fewer employees, at little or no cost. Larger organizations cannot use it. (Maine DEP)
- An eligible household or organization may bring up to 7 covered devices at a time to a municipal collection site, unless the site agrees to take more. (§ 1610(5))
Rules for businesses
- Organizations outside the program must still recycle their e-waste, and business electronics with CRTs, mercury lamps, or circuit boards can be hazardous waste. (Maine DEP)
- The universal waste rules list CRTs and electronic devices. A business may not dispose of them, and may send them only to a consolidation facility or an approved recycling facility. (06-096 C.M.R. ch. 858)
- No one may shred, crush, or take apart waste electronics without a license from Maine DEP. (ch. 858, § 7)
- Maine DEP notes that electronics from large businesses often have reuse value and can go to an IT asset management company. (Maine DEP)
